The Institute and nef (the new economics foundation) have received a grant from the Joseph Rowntree Charitable Trust in order to test the potential of consensus voting, otherwise known as a Modified Borda Count.

At the first seminar in this research, held in Oxford in Oct 2007, the attached ‘de Borda’ paper was presented: More… (84kb Word Doc) As part of that seminar, the participants took part in a little exercise, first choosing the options and then casting their preferences on those options, on the subject of the Westminster electoral system.

The on-line preferendum
There has been a lot of work in Northern Ireland on consensus politics, since majoritarian votes, based on first choices, are predictably divisive. In meetings, Peter Emerson has used the de Borda preferendum as a tool to discover which options get most consensus support. Others have used option ranking and approval rating as a subtle opinion polling tool. Now David Newman of the Queen's University of Belfast has put the preferendum voting system online. Read more...
