Voting in Scotland
Scotland will soon have four different election systems: 'first-past-the-post' for Westminster elections, PR-list for the Euros, AMS for the Scottish Parliament, and PR-STV for the 2007 local council elections.

So the Arbuthnott Commission came to Ireland, to see what people think of PR-STV, and at a formal sitting on 31st March 2005, we presented our 'de Borda' submission. More...

A post mortem on Iraq
The war in Iraq has prompted many questions, but very few have high-lighted the way the major powers use the two-option majority vote as a way of manipulation, and the way the minor powers, like Ireland, co-operate with this manipulation. Euro Elections
There's more to any vote than just the voting procedure of course, and on the basis of considerable experience in covering elections abroad, Peter Emerson is aware that other aspects of democratic structures, not least the role of the state media in any election campaign, can have a deciding influence on the outcome. The coverage of the BBC in NI elections is a case in point, and this subject has now been covered in Fortnight, Sept 2004. More...

The on-line preferendum
There has been a lot of work in Northern Ireland on consensus politics, since majoritarian votes, based on first choices, are predictably divisive. In meetings, Peter Emerson has used the de Borda preferendum as a tool to discover which options get most consensus support. Others have used option ranking and approval rating as a subtle opinion polling tool. Now David Newman of the Queen's University of Belfast has put the preferendum voting system online. Read more...
